ブッシュ政権は、国際法に反して独立国イラクを侵略し、アメリカ合衆国憲法を 無視して行政権を急速に肥大させ、市民の権利を奪い続ける。しかし、史上初の 女性下院議長となった民主党幹部ぺローシは、議長就任直後に「大統領弾劾は考 えない」と表明し、憲法遵守の要を司る立法権執行責任を放棄した。
共和党・民主党という2大政党が政治的攻防に明け暮れ、議会による民主主義の 仕組みが麻痺している。そのようなワシントンの政治腐敗の真っ只中で、議員就 任の時に宣誓した憲法への忠誠を実践しているのがデニス・クシニッチ議員であ る。クシニッチは、35項目からなる「ジョージ・W・ブッシュ大統領弾劾告発書」 を下院議会に提出し、決議を求めている。

条項一

侵略戦争を不正に正当化するために、不実に、計画的に、しかも犯罪的意図をも って、イラクが国家安全の脅威だという嘘を2001年9月11日の攻撃と結びつけた。
条項三
戦争を正当化するために、イラクが大量破壊兵器を所持しているという嘘を捏造 し、アメリカ国民と議会議員を欺いた。
条項四
イラクが合衆国に差し迫った脅威をもたらしているという嘘を捏造し、アメリカ 国民と議会議員を欺いた。

秘密裏に侵略戦争を開始して、不法に国費を浪費した。
条項六
下院合同決議 114号[2002年対イラク武力行使承認決議]の必須要項に違反して、 イラクを侵略した。

宣戦布告をせずに、イラクを侵略した。
条項八
国際連合憲章に違反して、独立国であるイラクを侵略した。
条項九
軍隊に防護服や装甲車を提供しなかった。

政治的な意図をもって、米軍の死亡者数や負傷者数を偽った。

イラクに恒久的な米軍基地を建設した。

イラクの天然資源を掌握する目的で、イラク戦争を始めた。
